La problemática de la participación de los individuos y de los grupos sociales en la toma de decisiones administrativas, su oportunidad, sus modalidades y su eficacia, se encuentran particularmente ilustradas por el mecanismo de la Encuesta Pública previa a la decisión instaurada por el legislador. La participación ciudadana en la protección del Ambiente en Canadá, a través del instituto de la Encuesta Pública contribuye notoriamente en la eficacia de la actuación de los gobiernos en la protección del Ambiente. La idea de participación de los ciudadanos se vuelve una realidad tangible.

The question of individual and group participation in administrative decision-taking, its opportunity, characteristics and efficiency, are particularly illustrated by the Public Survey mechanism prior to the decision made by the legislator.

The participation of the citizenry in environment protection in Canada, through the Institute of Publisurvey manfistly contributes to efficient governmental management in Environment protection. The idea of citizenry participation becames a tangible reality.

El autor se propone los siguientes objetivos:

1) Examinar la viabilidad de la idea de una compensación económica a los habitantes de las Islas Malvinas como parte de una posible solución al conflicto en torno a la soberanía del archipiélago.

2) Establecer los puntos que deberían ser tenidos en cuenta en una eventual propuesta argentina de solución al conflicto que, tomando como base las sugerencias de los artículos del economista inglés Alan Walters, resulte viable y acorde con nuestros intereses nacionales.

3) Señalar los beneficios que para las diferentes partes involucradas, implicaría una propuesta como la sugerida.

4) Evaluar los fundamentos de las críticas formuladas a los responsables de la política exterior argentina a partir de su manifiesto interés en la idea de la compensación económica.

MALVINAS: A PROPOSAL TOWARDS A VIABLE SOLUTION, BASED ON THE IDEA OF ECONOMIC COMPENSATION TO ITS INHABITANTS.

The author aims at the following objetives:

1) To examine the viability of the idea of economic compensation to the Malvinas Islands inhabitants, as the portion of a possible solution to the conflict on their soverignty.

2) To set up the points wich should be taken into account in a potential Argentinian proposal for the solution to the conflict.

Such proposal, being based on the suggestions made by the English economist Alan Walters in the articles, sould prove to the viable and suitable to our national interests.

3) To point out the benefits such proposal would bring about for both parts in the conflicts.

4) To evaluate the basis of criticism aimed at those charge of Argentinian Foreing Affairs taking as the sstarting point their clear interest in the idea of economic compensation.

Luego del atentado a la Asociación Mutual Israelita Argentina (AMIA), en julio pasado, la sociedad Argentina, ha vivido inserta en el fenómeno del Fundamentalismo Islámico, término que ha adquirido relevancia periodística para referirse a los hechos de fanatismo religioso perpetrado por los "islamitas".

El presente artículo tiene por objeto, buscar el origen y posterior evolución de términos Fundamentalismo e Integrismo utilizados en los debates americanos y franceses nacidos dentro del universo protestante y católico. En tanto se plantea la utilización del término islámico para referirse a los grupos que intentan hacer de la religión, un Islam político y militante.

After the aggression against the AMIA (Asociación Mutual IsraelitaArgentina), last july, the Argentinian Society has became involved in the phenomenon of islamic Fundamentalism. This term has acquared journalistc relevance, in order to refer to the religions fanatic attacks perpetraded by the Islamites.

This article aims at searching the origin and subsequent evolution of the terms Fundamentalism and Integrism as they have been used in American and French debates, and born wthin the catholic and Proptestant to refer to those groups which intend to turn religion into a political militant Islam.

En este estudio se realiza un análisis de la experiencia internacional en la utilización de las ZONAS FRANCAS como instrumento de desarrollo regional. En relación con su evolución, se destacan las estrategias que posibilitan un mayor aprovechamiento de las mismas en términos de ingresos e incorporación de nuevas tecnologías para la región en las que se insertan.

También se analizan los aspectos operativos más importantes, y se realiza una breve descripción del régimen previsto para la Zona Franca de La Plata-Provincia de Buenos Aires. En este contexto se destaca el apoyo de la Universidad Nacional de La Plata en la formación de recursos humanos y materiales para aumentar la competitividad del proyecto en su conjunto.

The international experience about use of free zones as an instrument for regional development is analysed in this article. In conection with its evolution, the strategies that make possible a better use of them in tems of income as well as incorporation of new technologies is also pointed out.

There is also an analysis of the most important operative aspects as well as description os La Plata, Buenos Aires Province's Free Zone's regimen. In this contest, what is also emphasized is the role of the National University of La Plata (UNLP) in the development of human and material resources, in order to increase the competitiveness of the whole project.

LOS BORDES DEL PRAGMATISMO: LA POLITICA EXTERIOR DE MENEM

En este trabajo se tratan de analizar, teóricamente, algunos aspectos claves del debate sobre la política exterior de Menem.

Uno de estos aspectos es la continuidad o no de esta política exterior con respecto a la del gobierno de Alfonsín. Otro: las diferencias entre el realismo y el pragmatismo en la conducción de las relaciones exteriores de la actual administración.

Precisamente, el examen de las connotaciones de una política exterior pragmática es lo que se pretende subrayar en el presente texto, el cual -además- intenta introducir elementos que favorezcan el planteo de nuevas hipótesis y conceptos en los estudios sobre nuestro relacionamiento externo contemporáneo.

THE EDGES OF PRAGMATISM: MENEM'S FOREIGN POLICY

One of this aspects is the continuity of this Policy, comparted with that of Alfonsín's government.

Another one: the differences between realism and pragmatism in the management of Foreign Affairs by the current administration.

Precisely, the examination of connotations of a pragmatic foreign Policy is meant to be highlighted in this text, which also ties to introduce elements to favour the discussion of new hipothesis and cocepts in the studies of our contemporary foreign relations.
