El 26 de junio de 1945, tras un mes de deliberaci\u00f3n en San Francisco (Estados Unidos) y cinco a\u00f1os y medio de iniciada la a\u00fan no terminada Segunda Guerra Mundial, 50 Estados se daban una segunda oportunidad (la primera fue la Sociedad de las Naciones) y apostaban a la creaci\u00f3n de una organizaci\u00f3n universal y general con el principal objetivo de mantener la paz y seguridad internacionales. Hace 80 a\u00f1os se adoptaba y autenticaba la Carta de la Organizaci\u00f3n de las Naciones Unidas.
\nCon todo este tiempo transcurrido y una membrec\u00eda de 193 Estados, no puede hacerse un balance netamente positivo de su labor, pero tampoco es justo verlo como \u00fanicamente negativo.<\/p>\n
La labor en materia de derechos humanos, refugiados, asistencia humanitaria, desarrollo econ\u00f3mico y, nada m\u00e1s y nada menos, el hecho de haber sido el foro donde se evitara un Holocausto nuclear nos permiten ser \u201cligeramente optimistas\u201d.<\/p>\n
Es cierto que el mantenimiento de la paz, en estos d\u00edas, parece ser m\u00e1s un \u201cdebe\u201d que un \u201chaber\u201d. Pero tambi\u00e9n es cierto que la organizaci\u00f3n no tiene herramientas ni recursos para la obtenci\u00f3n de sus Prop\u00f3sitos ni la protecci\u00f3n de sus Principios si quienes debieran ser los responsables \u00faltimos de garantizar el trabajo de la ONU, vale decir, las m\u00e1s grandes Potencias, se erigen como los infractores reincidentes.<\/p>\n
Muchos ataques se oyen contra la ONU desde estas tierras. Es pertinente se\u00f1alar que un pa\u00eds d\u00e9bil, perif\u00e9rico y vulnerable como el nuestro necesita, tanto como el agua, de una organizaci\u00f3n multilateral global m\u00e1s fuerte que nunca.
\nY, por otro lado, quienes la atacan o desgastan de manera constante alrededor del mundo, quiz\u00e1s debieran recordar lo que dijera quien fuera su brillante Secretario General,\u00a0Dag Hammarskj\u00f6ld<\/b>: \u201cNaciones Unidas no fue creada para llevarnos al para\u00edso, sino para salvarnos del infierno\u00bb.<\/p>\n
